@DM: As long as the Hutus are excluded from power the way they are now, you are living in a total illusion. My strong suspicion is that the US and the EC are demanding Kagame's exclusion from power because they know he has set up a system which will guarantee his return to power. they want Kagame out so that they can crfat an arrangement which will include the Hutus. - Adhola
